As your new Scourge, I ask each of you to alert me to the presence of any unacknowledged Kindred that might enter or arise within our city.  Given the mounting threat of mortal hunters who seek our destruction, and the danger that unacknowledged Kindred pose to the Masquerade, it is of the utmost importance that such infractions be brought to my attention swiftly.
